JOB SUMMARY:
Under limited supervision of the Detective Sergeant of Investigations and the Investigations Captain, this position is responsible for investigating crimes in the County. Responsibilities include, but are not limited to, assisting other agencies, District Attorney's offices, and officers with investigations and filing the case with the District Attorney's office for prosecution. Performs other duties as assigned. This position must also be able to perform the duties of a Patrol Deputy Description.

PRINCIPAL JOB DUTIES:
 
•
Actions most often have a direct effect on the lives of others.
  
•
Tough decisions are made under stressful conditions, and a high degree of accuracy is required. Enforce County ordinances and State and Federal Statutes.
  
•
Coordinate the more complex criminal investigations in the County. Respond to crimes of arson, theft/burglary, assault, narcotics, suicide, and homicide.
  
•
Direct the investigations at the crime scene by acting as evidence custodian to preserve evidence, function as a criminal photographer, and ensure retrieval of evidence and evidence processing.
  
•
Interview and interrogate persons to prepare investigation reports and compile documentation to complete the case for referral to the District Attorney's office for prosecution.
  
•
Work with the District Attorney's office to prepare the case for trial. Work with County and District courts as required. Testify in criminal cases.
  
•
Instruct Deputy Sheriffs in crime scene processing, evidence collection, and reporting.
  
•
Perform administrative duties such as serving on the hiring boards and conducting internal investigations.
  
•
Assist other Deputy Sheriffs, as required, in their normal job duties.
  
•
Assist the Detentions Division with high-risk inmate transports/court security.
  
•
Teach/train in specific specialty areas related to investigations and evidence collection/management.
  
•
Video and audio dubbing as requested.
  
•
Actively engage the community and build relationships with community members, co-workers, and colleagues.
  
•
Make arrests as necessary; serve warrants and subpoenas; conduct searches and seizures involving people, vehicles, and structures.

•
Responsible for disseminating information relating to crime trends, wanted suspects, and officer safety information to other divisions and agencies.

Conducts surveillance operations and gathers intelligence, may work undercover.

Prepares documentation of activities and information

Acts as a desk officer answering public inquiries
  
•
Attends post-mortem examinations to obtain fingerprints and nail scrapings and collects clothing and other evidence as needed in any death investigations.

Prepares crime scene diagrams and graphic representations of crime scenes
  
•
Conducts records queries from a variety of local stages
  
•
Manage and register all sex offenders in unincorporated Clear Creek County, including obtaining court conviction records, obtaining relevant police reports, determining the offender's registration requirements, updating and modifying existing sex offender's information in CCIC/NCIC within three days, coordinating house check operations, inactivates a re-locating sex offender's records, tracks all sex offender's reregistration dates, coordinates with the Colorado Bureau of Investigation, law enforcement and the public to locate unregistered sex offenders, coordinates and participates in community notification meetings for sexually
  
MINIMUM JOB REQUIREMENTS:
 
 
REQUIRED EXPERIENCE / EDUCATION
 
•
High School diploma plus Colorado Police Academy Certification plus courses in advanced crime scene investigations.
  
•
Requires a level of knowledge and ability to independently accomplish tasks and solve problems of typical complexity consistently, accurately, and in various situations.
  
•
An essential aspect of this level is the creativity and innovation required to enhance the mere application of skill.
  
•
Such a level is generally acquired by at least four (4) years of law enforcement experience.
  
•
Experience must have provided knowledge of local, state, and federal laws, gathering, preserving, and processing evidence, photography, and interrogation techniques.
  
•
Must be proficient in all skills taught in the Police Academy.
  
•
Must have mastery-level skills in gathering, preserving, and processing evidence, photography, communications, and in handling stressful situations.
  
•
Must know how to administer first aid and CPR.
  
•
Must know proper investigative procedures and procedures for working with the District Attorney's office and courts.
  
•
P.O.S.T. certification required
  
KNOWLEDGE, SKILLS & ABILITIES
 
•
Knowledge of constitutional and case law as related to law enforcement practices.

Knowledge of State Law and County Ordinances.

Knowledge of law enforcement principles, procedures, techniques, and equipment.

Knowledge of computers used by the department.

Ability to communicate effectively and give instructions both verbally and in writing.

Ability to establish and maintain effective working relationships with superiors, subordinates, court officials, other agency officials, inmates, officers of other law enforcement agencies, and the general public.

Ability both physically and psychologically to protect oneself and others in threatening situations.

Proficiency in operating department vehicles under normal and adverse weather and road conditions.

Proficiency in the use of firearms according to department standards.

Proficiency in non-lethal control techniques adequate to physically subdue and control unruly and resisting subjects.

Proficiency and certification in specialized areas, including, but not limited to, arrest control, taser deployment, SWAT and hostage negotiation, domestic violence investigations, sexual assaults, etc.

Frequent contact with the general public, suspects, arrestees, inmates, co-workers, supervisors, court officials, and other agencies.
  
NECESSARY SPECIAL REQUIREMENTS:

Must be proficient in all skills taught in the Police Academy

Must possess a valid Colorado driver's license

Must possess certification for CPR and first aid

SUPERVISORY:
 
All personnel at active crime scenes, may supervise or coordinate the activities of a detail engaged in investigating various crimes or activities.
PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT:
 
 

Must be in good health and good physical condition. Must possess adequate physical strength to subdue and control unruly and resisting subjects and to drag or carry an unconscious subject a distance of fifty feet across a smooth level floor. Must be able to climb and descend stairs quickly and repeatedly throughout a work shift and stand, sit, kneel, bend, or stoop for prolonged periods. Must have a vision of 20-40 or better using both eyes, with eyeglasses or contact lenses if required. Work is performed in circumstances involving hazards such as crimes, accidents, fires, assaults, biohazards transmitted by subjects, and disturbances, which may be threatening to life or cause bodily harm. Work is also conducted in extreme weather conditions, with exposure to hot and cold temperatures for extended periods. Extremely stressful environment during peak activity, periods demanding full attention and coordination of numerous tasks simultaneously. Is assigned to work schedules requiring work on rotating shifts, weekends, and holidays.
POSSIBLE HEALTH RISKS SPECIFIC TO THIS POSITION
 

This position has been determined to be an EXTREME exposure risk to "biohazards" associated with blood-borne pathogens HIV (aids), HAV (Hepatitis A) virus, HBV (hepatitis B) virus, and air-borne transmissions of TB (tuberculosis). Members are advised that exposure to a "biohazard" may result in severe illness or death. Members are required by Department policy to use protective equipment and clothing. Vaccination may be needed to prevent or treat exposures to "biohazards." The County provides inoculation of HAV, HBV (Testing for TB), Chickenpox, Tdap (Tetanus, Diphtheria, and pertussis), Meningococcal, MMR (Measles, Mumps & Rubella), and Influenza. Some vaccinations are only required once in a lifetime, and you may be required to show documentation of the vaccine. Employees who decline to be vaccinated will need to sign a Declination.

EMERGENCY DEPLOYMENT
 

Employees may be temporarily reassigned to perform emergency response or disaster recovery duties within their department or in other County departments during a County-declared emergency or disaster, as authorized under the Clear Creek County Employee Disaster Deployment Policy. Such assignments will align with operational needs and the employee's skills and may occur with limited notice. Deployment assignments require employee agreement, and employees will continue to receive their regular compensation in accordance with County policies and applicable labor laws during such assignments.
